מרצה בכירה, ראשת המסלול לתקשורת ומדיה בבית הספר לממשל וחברה במכללה האקדמית תל־אביב-יפו וראשת התוכנית ללימודי צעירות וצעירים במכללה.
ד"ר לביא היא סוציולוגית, המתמחה בסוציולוגיה של תרבות ותקשורת, בתעשיות המדיה ובלימודי אומנות וטלוויזיה. היא פרסמה מאמרים בכתבי עת אקדמיים נחשבים, כמוPoetics, Ethnicities, Television and New Media, Media, Culture and Society, Cultural Sociology, Journal of Youth Studies בנושאים העוסקים בטעם ובאומנות בטלוויזיה, בטלוויזיה איכותית, במיעוטים בתעשיית התרבות הישראלית ובפערי הדורות שבישראל. ספרה "מהבורגנים ועד בטיפול: הפיכתה של הדרמה לאמנות" ראה אור בעברית ב-2015.
ד"ר נועה לביא זכתה בשנים האחרונות במענקים יוקרתיים, כמו מענק ה-ISF (הקרן הלאומית למדע) בעבור מחקר משותף עם פרופ' אמל ג'מאל על החיים וגיבוש הזהות של שחקניות ושחקנים פלסטינים-ישראלים בטלוויזיה הישראלית. בשנת 2021 היא זכתה במענק BSF (Bi-national Science Foundation) בעבור מחקר משותף עם פרופ' ויקי מאייר מאוניברסיטת טוליין שבניו אורלינס.
